I wouldn’t doubt wackass-type technology exists. The particle-wave duality allows for some sort of reality manipulation, and ‘people’ are already discussing nano-machines. Terence McKenna said something about ‘those who know how to manipulate reality and those who don’t.’ Maybe the Matrix is real. Or maybe we are being hearded by people who want us looking down to eat their grass.
